    石羊河流域水资源开发的生态环境效应与国土空间优化

    Eco-environmental Impact Caused by Water Resources Exploration and Land Space Optimization in Shiyang River Basin

    • 摘要: 石羊河流域严重的水危机和典型生态环境问题已经成为众多学者的研究热点和难点。笔者文系统回顾了石羊河流域的历史变迁、水资源形成与演化,深入分析水资源开发利用引起的生态环境效应,并探索基于资源环境承载能力和国土适宜性评价的水资源优化调控模式。研究结果表明:考虑上游的涵养水源、中游的资源环境承载能力约束和下游的生态危机约束,调整生产、生活、生态空间结构、用水结构、用水效率和用水时间,促使水资源系统向有序、协调、平衡的状态运行;并提出了流域国土空间优化建议,严守祁连山区和民勤绿洲生态空间红线,调整武威生产空间结构,建议将中下游超载的农业空间置换为低耗水的生态空间,促进了水资源调控与国土空间布局协同发展。

       

      Abstract: Severe water crisis and typical eco-environment issue in Shiyang river basin have become the focus and difficulty for many reserchers. In this paper, the Shiyang River Basin has been analyzed and reviewed systematically in following aspects, such as historical changes, formation and evolvement for water resources, eco-environment impact induced by water utilization. And then, the water resources regulation mode based on the evaluation of resources and environment carrying capability and land suitability has been established. The results indicate that many aspects should be taken into consideration, such as the water conservation in upper reaches, resources and environment carrying capability in middle reaches, ecosystem crisis in the downstream, the space structure of production, living and ecology, as well as the structure, efficiency and time of water using, which can promote water resources system to operate in a ordered, coordination, balance state. And then, the land space optimal suggestions for the basin have been proposed, that is, the ecosystem space red line of Minqin oasis and Qilian mountain area need to be strictly kept, the production space structure of Wuwei City need to be regulated. The agriculture overloaded space in middle-lower reaches can be displaced by the ecological space with low water consumption, which can promotes the collaborative development of water resources regulation and land space layout.
